In connection with the recent changes in the procedure for payment of accommodation allowance for internally displaced persons, many questions and nuances that are unclear to displaced persons have arisen. Using this, the enemy spreads fakes and launches them into the information space in the occupied territories. In particular, the pseudo-government uses real facts, provisions of the laws of Ukraine and fills them with false content.
The coordinator of the public organization "Donbas SOS" Violeta Artemchuk told the TRIBUN about this.
According to her, recently Ukrainians very often turn to lawyers with questions about changes in the payment of housing allowance. Among them are residents of the occupied territories.
"Is it true that the rules for the payment of benefits for displaced persons have changed? Once upon a time, when leaving the occupation, it was possible to receive help from the state, at least of some kind. And now, they say that it has been canceled by everyone and is not provided", - such questions often come to the Donbas SOS Hotline.
Violeta Artemchuk assures that this information is fake because it does not correspond to reality. Yes, the rules for payment of accommodation allowance have changed slightly in 2023. In particular, property criteria were introduced. However, everyone who leaves the occupation will be able to apply for housing allowance

In addition, according to Mrs. Violeta, in case of crossing the border through the humanitarian corridor "Kolotylivka-Pokrovka", it is possible to obtain assistance from international organizations.
Indeed, some of the resettled people will remain without payments from February 1, 2024, but the Ministry of Social Policy of Ukraine explained the reason. In an interview for Ukrinform, Minister Oksana Zholnovich noted that it was necessary to provide support to those who were forced to move from the war zone to safer regions of Ukraine, regardless of a person's income and property status, since they left their homes and means of livelihood. However, people should be encouraged to live independently and find employment.
At the same time, the ministry noted that changes in the system of assistance to internally displaced persons provide for a flexible approach and the introduction of deadlines for persons who can work.
We will remind you that on November 21 of last year, the Government made changes to a number of resolutions on accounting and housing payments for IDPs, in particular:
- internally displaced persons who are applying for assistance for the first time and have been abroad for more than 30 days and have returned to Ukraine may apply for the appointment of payments 15 working days after returning to Ukraine;
- internally displaced persons who returned to Ukraine after August 1, 2023, but previously lost assistance due to staying abroad for more than 30 days, payment is assigned upon personal application. This is possible 15 working days after returning to Ukraine, payment will be made for 6 months;
- DPs who, after August 1, 2023, were forced to leave their homes again due to mandatory/forced evacuation (in particular, due to the detonation by the occupiers of Kakhovskaya HPP) will be able to receive assistance for another 6 months;
- if the person refused the payment, the accommodation allowance will be re-assigned if:
- after termination of payment, the person's home was destroyed or damaged;
- the person has moved again from the territories where hostilities are taking place or temporarily occupied by the Russian Federation, the list of which has been approved by the Ministry of Reintegration.
According to Mrs. Violeta, false information is being spread in the occupied territories in order to create a picture for people that Ukraine is not interested in these people.
